Board of Directors Meeting

October 9, 2003 Gainesville, Florida in

Conjunction with the Coastal Engineering Today (CET) meeting

 

 

The following board members were in attendance:  Billy Edge (President), Karyn Erickson (Vice President), Robert Dalrymple (Secretary), John Fisher, Orville Magoon,

Dan Heileman (for James Shiner), John Ramsey, Kevin Bodge, Ron Noble, Fred Raichlen, Richard Davis.

 

In lieu of reading of the minutes, Tony Dalrymple pointed out that they were posted on the www.coastalengineers.org website.

 

President Billy Edge opened the meeting and addressed a number of items:

 

Certification:  Based on the discussion generated by an open discussion held earlier in the day at the CET meeting, which was conducted by the ACE Certification Committee members Dick Seymour and John Fisher, it was decided to continue the effort towards certification of coastal engineers, despite the small numbers involved.  At least, we would proceed to the development of a Body of Knowledge that would have to be mastered for certification.

 

Membership: John Fisher indicated that we still needed to grow as an organization.  He suggested that students should be allowed to join for free.  Later in the meeting, Skip Davis made this a motion.  It was passed.

 

Web Pages:  Billy Edge requested that Tony Dalrymple to move the Coastal Engineering Page to the Association website.

 

Corporate Membership:  Ron Noble and Billy Edge will develop the dues structure for this type of membership.  They will email the Board for a vote on the fee schedule.

 

Coastal Engineering Manual: Billy reported that negotiations are not yet completed with the Corps; nonetheless he brought a sample hard-copy version of the CEM.  There was some discussion of the format that should be used for ease of use, such as heavy paper and spiral binding.  Billy will proceed with contracting with a print-on-demand printer.  We will also proceed to make ordering information available on the web page.

 

Research: Bob Dean (who was excused from the meeting) had submitted a discussion item about the Association assisting in the development of funding for coastal engineering research.  John Fisher discussed a direct congressional appropriation.  A subcommittee of Fisher, Dalrymple, and Dean was formed to pursue this with the Board’s approval.  Tony will ask Charles Chesnutt if there were still copies of the National Research Council report, Educational and Research Needs in Coastal Engineering (1999).  If so, we could use them.

 

ASBPA & American Coastal Coalition:  John Fisher pointed out that these two organizations have been merged and could provide us with help if we work with them on issues. 

 

COPRI (ASCE):  Dalrymple mentioned that we should develop a Memorandum of Understanding with COPRI, since we have already done some joint activities (such as share a booth at the Coastal Sediments ’03 meeting and there is some possibility for collaboration with them on events such as ICCE 2004.

 

NOAA: Karyn mentioned that NOAA has a good website on beach nourishment.  (www3.csc.noaa.gov/beachnourishment) .  The issue was weather we should link this site to ours or vica-versa.  Tony suggested linking on the Coastal Engineering Page. Karyn was to explore NOAA linking to the ACE site.

 

Coastal Engineering Today: Billy suggested that Tony write something up about the meeting for the ACE newsletter.
